Forward and backward modifiers with limits

Sure, anything is possible, but you know how many times (3) I've re-written line command parsing already. I realize this isn't a re-write, but adding a whole new type of operand value is extensive. Not just to line command processing itself, but to the primary LINE command, which is a major kludge already. Guess my response to tackling this.
