Some questions:
1. Are you using a full size (AT) keyboard with a separate numeric keypad, or a laptop with a 'keypad area' that is activated with an "Fn" mode-key?

2. For the numeric-pad enter key, did you set any value into the key mapping string for the "normal" Enter function, or are you using the "default" setting for this key?
No keymap has ever been specified, so must be using standard. I did review and numeric enter key = enter.
3. Issue a KEYMAP command, and click on the numeric keypad area of the display, to show the mappings. For each of the eight combinations, cut and paste the strings and show us what is there (you should be able to use Ctrl-C and Ctrl-V as usual here).
3.1. As an alternative to (3), can you issue a KEYMAP LIST command, copy the contents of what is displayed, and send it to us?
4. Is your keyboard a standard US keyboard or is it an international version? If international, what kind? Does your keyboard have an Alt-Gr key?

5. Compared to the version you ran before, do you recall changing any KEYMAP settings between releases?
never knew of feature, so never changed
6. If you have a keyboard that plugs in, do you have any other keyboards available that you could try also (to eliminate hardware as a possible cause)?
I have connect external US keyboard thru USB, 103-keys including numeric pad. Problem continues with 8.0.4216.
~ character is x'00' from original text. Removed 8.0.4216 and installed 8.0.4181, problem exists here also. Now I wonder how long this condition has existed.
In 7.1.4050 this problem does not exist. Numeric enter key takes me to first character in the next line of the file (not first position of next line, skips leading blanks (x'20'), for clarity). No KEYMAP changes made in 7.1.4050.
