meshuggenah, this is not a BOUNDS issue.
The most likely cause of this is that you are actually using the command,
F ALL P'#' WORD
and perhaps you forgot to mention that you used it. Notice your completion message: "WORD '5' FOUND 1 TIME".
In the line with COND(5,LT) only the digit "5" constitutes a WORD, since it is delimited by punctuation.
If you try this:
F ALL P'#' .5 .5 1 40
to force the FIND to only apply to line 5, the completion message is, CHARS '' FOUND 1 TIME
There appears to be a possible bug in the completion message, since it does not show '5' but '' Either you did not accurately copy the message in your post, or there is another issue related to FIND results relating to pictures.

meshuggenah, if you have changed a certain Options setting, it would explain your problem.
Issue the primary command: OPT G which brings up the Options General GUI screen.
Look at the fourth item down on the left side, "Use WORD as default for FIND/CHANGE commands".
If this option has been checked, remove the check mark. Then try your test again.
