Robert: Not sure what you're after. If you're willing to type DEBUG "Line ---- First Line", why not just type "DEBUG "I'm at the first line" etc.
The line number will change as you insert/delete stuff, but a DEBUG "I'm entering the scan routine" will never move or be ambiguous.
This seems a very odd request, regardless of it's complexity.
Obviously I'm missing something here.

I've never had a need for more than 5 or 6 active DEBUG statements, and then, if needed, I just put an eyeball in - DEBUG "at ABCD: whatever"
Moreoften, if I'm debugging, I'm in the IDE, where line numbers aren't obvious.

R, I'm assuming you're using SPFlite to "compose" the code
Here's a short macro to infill/update the DEBUG statements with line numbers.
If you added it as an EMACRO, it would execute automatically on SAVE/END without intervention from you, line number alway up to date.
I've added a "FIND HALT FIRST" statement on line 7 and some test data at the bottom, so you can test the macro 'on itself'. when done, remove that "FIND HALT FIRST" statement and you should be good to go.
PS: Might need a little tweak if the DEBUG statement isn't on a line by itself, as in IF this-or-that THEN DEBUG "Line....", etc
