I have downloaded version V8.2.5.179 and there is no scheme file. The options popup does not show a tab for Schemes. How do I correct this situation?

You have downloaded a very old version of SPFLite, one which doesn't support schemes. If you did that because you are running Windows XP, it's as good as it's going to get.
If you have a modern Windows version, go to the SPFLite main web page at spflite.com
and follow the instructions to download SPFLite 2.7.22344 which is the current production release.

I would recommend looking up the topic of Schemes in the SPFLite help. If that doesn't answer it, post your questions here and someone can help you.
From an edit session, enter HELP OPTIONS SCHEMES as a primary command, then within the popup window that appears, click on the line that says, Customization: OPTIONS - SCHEMES

Keep in mind SCHEMES is NOT the only place where you adjust your basic screen color choices.
OPTIONS => SCHEME => Text Lo Intensity
OPTIONS => SCHEME => Text Hi Intensity
has the choices for the basic colors of the actual TEXT area.
OPTIONS => SCREEN
has the choices for all the other aspects of the screen (Line #s, Status Bar, Tab Titles etc.)
SCHEMES 1 thru 14 are used to specify the various color choices when using source code colorization. I'd ignore these until you are happy with your basic screen setup. THEN adjust these because they have to be set to 'work with' your Background choices for Text Hi and Text Lo.
