Is there an option such that o) when moving the cursor down, when it hits screen bottom, the file would scroll up 1? o) and likewise, when it hits the top line, the file would scroll down 1?

Sure - OPTIONS -> KBoard. You'll find the options there. You can also do scrolling via the Mousewheel. OPTIONS -> Mouse I believe.

The cursor action has been like that since forever. I'm not inclined to alter how things work that nobody is complaining about. If other users feel like you, then lets hear from them.
Before the command line itself scrolled, long commands used to 'wrap' to line 2. Now it's basically just for Message issuing.
Altering message handling to overlay the right-side of the top line is icky since now the scroll-able command line is impacted. It would have to be sensitive to whether and how large the current message is. As well, it means tracking down all the code that handles or is dependent on where the cursor is. With my laziness factor, this is not high on my list.
There are some serious MS problems with Windows and cursor handling, like right now Win 10 stops blinking the cursor after about 5-6 seconds, and if it stops when the cursor is in 'off' mode, you have NO cursor till you do something to wake it up. Lots of traffic about this but MS so far has done nothing. Nothing I can do to overcome that.
