I apologise in advance that this description is hardly any kind of diagnosis, but there's something a little 'whacky' about STATE ON processing. In addition to what Robert reported, today I observed this odd behaviour:
(1) Click on MATCH.REX entry on the FM 'Recent' display. ===> File opens with the 'Top of Data' line at the top of the display. No 'STATE error' warning message is displayed.
I thought it odd because I left it with various lines excluded, etc last time I saved it for a system shutdown.
(2) Instinctively I issue the RELOAD command. ===> The file re-opens but this time at the correct place and with excluded lines, etc, as it was when I left it at the last SAVE.
(3) Confused, I issue CANCEL and retry the above two steps with exactly the same result.
This time around I issue SAVE (instead of CANCEL) in step (3) and then retry the process a third time.
Now the file consistently opens as it should with STATE properly applied, after both step (1) and step (2).
And before you ask... Yes, I am confident that the file was not changed or even opened for writing and closed by external influences.

Stefan: Your description is just fine, a lot better than 'it don't work'. After I track down the trace 'leak' that Robert reported I'll tackle this one.

[UPDATE]
Found it. Still no explanation for the State errors which shouldn't occur.
