Robert: That change I made was only because I spotted it and it was 'in the area', I did not identify it as the real cause of the error. It was a 'fix it while you're here' type error.

Sorry, not the cause at all. The SetStart routine for START LABEL was missing a few lines and simply did not set a flag in the new position's line data structure. Later the XBuild routine, which handles expanding and contracting the Excluded lines, found the previous Topscrn flag and 'made' it the current Topscrn value.
Nothing is simple internally.
